Phillip Regeski, serves as President and Principal Engineer at ECA, bringing extensive expertise in civil and structural engineering to complex industrial, municipal, and infrastructure projects. He has led the design and execution of major developments, including a 5-acre commercial site in Cheyenne, Wyoming, a natural gas compressor facility for the mining industry, and a large-scale water distribution project in rural Nevada. Phillip’s engineering leadership ensures that each project meets high standards of technician precision, regulatory compliance, and long-term functionality. His commitment to innovative solutions and client-centered design continues to shape ECA’s impact across the western United States.

Iysha Moore

Director of Marketing and Business Development

Iysha Moore leads ECA’s marketing and business development efforts with strategic focus on growth, client relationships, and brand visibility. With a background in communications, and a passion for connecting people with impactful engineering solutions, she drives initiatives and expands ECA’s reach across heavy industries and government sectors. Her approach combines creative strategy with strong understanding of industrial trends, ensuring ECA continues to deliver value-driven service to its clients.

Terry Carter

Type of Work: Professional Land

Surveyor Experience: 39 years

Terry Carter has been an alliance member of ECA since 2006. He specializes in surveying and mapping, and has played a major role in all of ECA's projects. Some of his notable projects include:

  • A 10 acre residential project ,which included 20 single family homes in Mopa, NV
  • The renovation of the 112 year old historic Pioneer Saloon in Goodsprings, NV, which was featured in the music video for the song Blue on Black by Five Finger Death Punch, check out the music video here.
  • The design and construction of a 52 acre complex that included a 12,000 sf home
  • The design and construction of a 50 acre horse complex to breed and raise Arabian horses, for Wayne Newton in Las Vegas, Nevada.

Shawn Elfberg, G.C.

Shawn has been in the commercial and residential construction industry, in the capacity of a GC since 1980. He’s worked on a variety of notable projects such as a 13,000 sq ft tenant improvement for the corporate office of Howard Huges, Corp, Las Vegas Motor Speedway and the MGM Grand theme park.

Phillip Wakefield, P.E.

Specializes: Hydrology & Drainage

Phillip has over 45 years of experience in civil engineering specifically relating to hydrology and drainage. He’s accumulated extensive experience working with local firms on land development and public works projects. Some of the notable projects he’s worked on include: St.Gabriel Ethopian Orthodox Tewahado Church the Human Bean, Circle K and the Diamond Ford.

Arnal has 32 years of electrical engineering experience ranging from electrical design for custom homes to heavy industry.

Jonathan has over 30 years of experience in mechanical engineering. He’s worked on a range of projects from custom homes to large industry, commercial buildings and large specialty commercial uses such as theaters, stadiums and restaurants.
