Phillip Regeski, serves as President and Principal Engineer at ECA, bringing extensive expertise in civil and structural engineering to complex industrial, municipal, and infrastructure projects. He has led the design and execution of major developments, including a 5-acre commercial site in Cheyenne, Wyoming, a natural gas compressor facility for the mining industry, and a large-scale water distribution project in rural Nevada. Phillip’s engineering leadership ensures that each project meets high standards of technician precision, regulatory compliance, and long-term functionality. His commitment to innovative solutions and client-centered design continues to shape ECA’s impact across the western United States.

Zach is a professional engineer with experience in civil and geotechnical engineering design and forensic consulting. He has worked on projects in residential and commercial development, civil infrastructure, and transportation. In addition to leading ECA’s civil engineering projects he is responsible for day-to-day operations and business development. Zach is also a certified Small Unmanned Aircraft pilot (Drone) and is the lead for aerial reconnaissance and surveying projects.

Terry Carter has been an alliance member of ECA since 2006. He specializes in surveying and mapping, and has played a major role in all of ECA's projects. Some of his notable projects include:

Shawn has been in the commercial and residential construction industry, in the capacity of a GC since 1980. He’s worked on a variety of notable projects such as a 13,000 sq ft tenant improvement for the corporate office of Howard Huges, Corp, Las Vegas Motor Speedway and the MGM Grand theme park.

Phillip has over 45 years of experience in civil engineering specifically relating to hydrology and drainage. He’s accumulated extensive experience working with local firms on land development and public works projects. Some of the notable projects he’s worked on include: St.Gabriel Ethopian Orthodox Tewahado Church the Human Bean, Circle K and the Diamond Ford.

Arnal has 32 years of electrical engineering experience ranging from electrical design for custom homes to heavy industry.

Jonathan has over 30 years of experience in mechanical engineering. He’s worked on a range of projects from custom homes to large industry, commercial buildings and large specialty commercial uses such as theaters, stadiums and restaurants.

Jorge has 36 years of experience in structural engineering. He’s worked on a variety of custom homes, large buildings and industrial structures.
